Paying your rates

Explore rates payment methods and options including in full, instalments and in advance. Learn what to do if you experience financial difficulty.

Payment options

If you choose to pay your rates in full, the total amount must be paid within 35 days of the issue date of your Rate Notice. The due date is indicated on the Rate Notice.

You can choose to split your rates into two or four smaller, more manageable amounts by paying in instalments. 

Please note, an administration charge of $12 for each instalment notice issued is applicable.

To pay by instalments, simply pay the applicable amount shown on your Rate Notice, by the instalment due dates. 

Important notes:

  • To opt for an instalment plan, pay the exact amount indicated for either the two-instalment or four-instalment option on your Rate Notice. This will lock the property into the chosen instalment option.
  • You can switch from instalment payments to paying the full remaining balance or setting up an alternative special payment arrangement at any time during the financial year. Please note: The "cost of option" (as shown on your Rate Notice) must also be paid.
  • If you have locked into the four instalment option, missing two consecutive instalment payments may lead to the cancellation of your plan, requiring immediate payment of the full balance. Unpaid balances may lead to debt recovery action.
  • Overpayments on an instalment will be credited towards your next payment. Should you wish to request a refund of the overpaid amount, please note that an $11 administration fee (including GST) applies, which will be deducted from the refunded amount.
     

We provide flexible special payment arrangements for those unable to pay rates in full or via standard instalments. Payments can be made weekly, fortnightly, or monthly via direct debit.

Apply for a special payment arrangement:

  1. Online: Complete the Direct Debit Request Form online
  2. Email: Download and complete the editable Direct Debit Request Form below and send to rates@joondalup.wa.gov.au
  3. Post: Download and complete the editable Direct Debit Request Form below or submit the form included with your Rate Notice. Mail to City of Joondalup, PO Box 21, Joondalup WA 6919.

An administration fee of $34 applies per arrangement.

Important note:

Late payment interest is applied to overdue payments or any unpaid balances past the due date until they are paid in full. The rates are:

  • 3% per annum for rates and charges.
  • 11% per annum for the Emergency Services Levy.

Fully entitled pensioners and seniors are exempt from this interest charge.

As this is not a Direct Debit, by completing this application you are agreeing to make the payments yourself, not by Direct Debit.

The City will calculate equal amounts payable based on the first payment date, the frequency of the Manual Payment Arrangement and the amount owing, to ensure all monies are paid by Friday 28 March 2025.

Manual Payment Arrangement Request Forn (PDF)

Please be aware that failing to adhere to the terms of a manual payment arrangement will lead to its cancellation, requiring immediate payment of the full balance, including any accrued penalty interest.

It is the responsibility of the ratepayer to ensure that the agreed payment amounts are paid on or before the agreed due date. Reminder notices will not be issued.

An administration fee of $52 applies per arrangement.

Payment methods

Payments can be made by Visa or Mastercard.

Important note: A minimum payment of $5 and a 0.5 per cent surcharge is applicable on credit card payments.

Pay online

Call 1300 764 144 to pay by Visa or Mastercard. A surcharge of 0.5% applies and a minimum payment of $5 applies.

Use Biller Code 18143 and the Reference Number indicated on your Rate Notice. You can also make a BPAY payment from your credit card, using the same Biller Code and your applicable Reference Number.

Re-use the envelope provided with your Rate Notice and mail your cheque and payment slip to: City of Joondalup PO Box 21 Joondalup WA 6919.

Important note: No receipt will be issued.

Pay at any Post Office by presenting your notice intact.

Pay rates in advance with AdvancePay

AdvancePay allows you to contribute towards your next year's rates in advance, easing the financial impact when the new Rate Notice is issued.

We calculate your payments based on the start date and frequency you choose (weekly, fortnightly, or monthly), estimating the next year's rates and charges. After your current year's rates are fully paid, you can start using AdvancePay to contribute to future rates.

Important note:

  • AdvancePay direct debits continue automatically unless you wish to cancel the arrangement.
  • If there are changes to rates and charges, we will adjust your direct debit payments accordingly and notify you of these changes.

  • Option 1: Suitable for those ratepayers who have paid their current years rates in full by the due date. Start pre-paying next years rates, spread over 12 months, so they are paid by the next years due date.
  • Option 2: Suitable for those ratepayers who are on an instalment plan or a special payment arrangement and have completed payments by March. Begin pre-paying next years rates from April, spread over 12 months, so they are paid by March the following year. Important note: interest and administration charges apply to any outstanding balances after the due date in the following year, except for full entitled pensioners and seniors, who are exempt.
