Privacy Statement
The City of Joondalup is committed to upholding the right to your privacy when you have dealings with us and will take reasonable steps to ensure that your personal information is protected.
The City:
- Is bound by the Privacy and Responsible Information Sharing Act 2024 – which will take effect from 1 July 2026 – and includes a set of rules called Information Privacy Principles (see Schedule 1 of the Act).
- Will be open and transparent on how is collects, holds, manages, uses and discloses personal information.
- Will only collect personal information that is necessary to perform its functions and activities and only use personal information for the purposes for which it was collected, or a closely related purpose.
- Will ensure that your personal information is not disclosed to others except if required by law or other regulations.
- Will dispose of your personal information when it is no longer required – except when it is required to be retained in compliance with the State Records Act 2000.
- Will take reasonable steps to ensure that personal information is accurate, complete, and up to date and relevant for the functions or activities when we collect, disclose, or use it.
The City’s commitment is explained further in the documents below, which will be updated whenever there are changes to its information handling practices.
Collection Notice
A Collection Notice is an important statement that informs you about how and why personal information is being collected, how it will be used and disclosed, and your rights in relation to that personal information. It is provided at, or before, the time the City collects personal information from you, or as soon as practicable after the information is collected.
The City is committed to protecting your privacy and handling personal information in accordance with the Privacy and Responsible Information Sharing Act 2024 (WA) and other applicable laws.
The type of personal information the City collects depends on what you are doing with us. It may include your name and contact details, property address, details relevant to your request or application, and supporting documents you provide.
The City collects personal information for the primary purpose of delivering services and performing local government functions – for example, to process an application, assess compliance, carry out an inspection, administer a permit, register or regulate an activity, or respond to a service request.
The City collects personal information under various laws, depending on the service or function. These include, for example the Local Government Act 1995 (WA), and Planning and Development Act 2005 (WA), and associated regulations.
Collection may occur where it is necessary for City’s functions or activities, is fair and reasonable, and where sensitive personal information is supported by an individual’s consent or another applicable exception, and that the collection is voluntary.
The City uses and discloses personal information for the purpose it was collected, and for directly related purposes, unless you have consented or the City is authorised or required to do so by law to:
- Other government agencies, where relevant
- Service providers are engaged by the City to support our services and functions.
If you do not provide the requested personal information, the City may be unable to proceed with your application, provide the requested service, or carry out a relevant function. This may result in delays, refusal of an application, or other action, depending on the circumstances and applicable law.
You may request access to, or correction of, personal information the City holds about you by contacting us using the details below. Access may be refused in some circumstances – for example, where providing access would be unlawful or conflict with the City’s legislative obligations.
Access to, and correction of, personal information
You can request access to the personal information we hold about you in accordance with the Freedom of Information Act 1992, and if the City holds records about your personal affairs, which you believe are incomplete, incorrect, out of date or misleading, you can apply for them to be amended.
Applications should be made in writing and submitted to the Freedom of Information Coordinator – we’ll respond as soon as we can, and always within 45 days of receiving your request.

Complaints
If you have concerns over the way the City handles your personal information, or if you believe your personal information hasn’t been handled properly, please lodge a complaint via the Privacy Complaint Lodgement Form.
Applications should be made in writing and submitted to the Privacy and Compliance Officer – we’ll respond as soon as we can, and always within 45 days of receiving your request.
Each complaint with be reviewed carefully and worked through it on a case-by-case basis until it’s resolved.

While visiting www.joondalup.wa.gov.au you can freely explore all content, without disclosing your personal information.
Whenever an element is downloaded from a City website, a record is created, containing the IP address, request date and time, file sizes and names, and web browser type. Individual user identification or tracking will not occur, except in cases of law enforcement investigations with a warrant to examine service provider logs.
There are a number of ways in which the City collects information through its websites using online tools and methods, such as:
The City uses Google Analytics as a website analytics tool to collect data about how you interact with its website, including:
- device IP address (collected and stored in an anonymised format)
- search terms and pages visited on the City’s website
- date and time when pages were accessed
- downloads, time spent on page and bounce rate
- referring domain and out link if applicable
- device type, operating system, and browser information
- device screen size
- geographic location (city)
This information will not ordinarily be personal information, because you will not be identified, or reasonably identified from it.
The City uses Google reCAPTCHA to eliminate spam attacks and to be able to distinguish users from bots. The tool may collect data about how you interact with the online forms, including:
- mouse movements
- device IP address
- date and time when pages were accessed device type, operating system, and browser information
- device screen size
- geographic location (city)
This information will be stored on Google’s servers outside of Australia. Content that you enter in the City’s online forms will not be collected through the use of this tool.

The City uses Campaign Monitor by Marigold to manage its electronic mailing lists.
Campaign Monitor by Marigold is a global company based in the USA, and the City works with their Australian operations. To deliver newsletters to you, it is necessary to collect certain personal information. This data is securely stored by Campaign Monitor by Marigold on servers that may be located in the USA, UK, EU, or Australia.
To unsubscribe from the City's electronic newsletter, you may do one of the following:
- Choose the ‘unsubscribe’ option provided in the newsletter email.

The City uses ticketbooth to manage its event registrations and ticketing.
ticketbooth is a global company based in Australia. When registering for an event, you may be asked to provide personal information, which is securely stored by ticketbooth on servers that may be located in the USA, Canada, or Australia. ticketbooth may also share certain details with the event partner, such as confirmation of your payment status.
The City uses both Converlens Pty Ltd and SurveyMonkey to conduct its online surveys.
Converlens Pty Ltd is an Australian based company. Any personal information you provide through survey responses is securely stored by Converlens within Australia.

SurveyMonkey is a global company with data centres located in the USA, Canada, and EU. Any personal information you provide in your survey responses is securely stored by SurveyMonkey on servers that may be located in the USA or other countries where its affiliates and service providers operate.
The City uses online forms to facilitate a range of services such as lodging an application, registering for services, making enquiries or maintenance requests, reporting incidents, submitting feedback or formal submissions, and processing payments. Personal information provided through these forms is collected by the City as part of delivering a wide range of services and facilities.
All web forms are securely hosted by Microsoft Azure on behalf of the City.
The City engages a third-party provider to facilitate secure online payments through its website. All transactions are encrypted to protect sensitive information, such as credit card details, ensuring it is safely transmitted to the internet merchant account and relevant card providers.
The City’s myJoondalup portal provides users with more opportunities to complete transactions online and receive instant responses and approvals for some basic applications, instead of the current practice of submitting an online form and waiting for it to be processed before receiving a response. Use of the portal involves the collection of both personal and sensitive personal information, which is securely stored by the City.
myJoondalup Online Services Portal - Terms of Use
Welcome to the City of Joondalup Online Services Portal myJoondalup. These terms and conditions (Terms of Use) apply to the access and use of the Portal.
By using the Portal, you agree to be bound by these Terms of Use. You cannot use the Portal if you do not agree to these Terms of Use.
In this Terms of Use the words:
1.1 Applications means lodged, building, planning, or health applications.
1.2 City, City of Joondalup, We, Us, Our all mean the City of Joondalup (a local government as a body corporate established pursuant to the Local Government Act 1995 (WA)).
1.3 Online Services Portal, myJoondalup or Portal refers to the City’s website accessible at myjoondalup.wa.gov.au.
1.4 Material means any information, text, symbol, logo, image, video, audio, document, file, or other data uploaded on the Portal by the City.
1.5 Online Services means the products and services provided by the City through the Portal or myJoondalup.
1.6 User Account means your personal registered account for the Portal.
1.7 You or Your means you as the person accessing the Portal.
1.8 Terms of Use means these terms and conditions.
2.1 You agree to use the Online Services within the Portal only for lawful purposes and in accordance with these Terms of Use.
Individuals
3.1 To access certain features of our Online Services, you are required to register for an account. You are responsible for maintaining the confidentiality of your account information and for all activities that occur under your account. You must keep your password secure at all times.
3.2 You agree to provide accurate and complete information when creating a myJoondalup account, and to retain, maintain and promptly update that information in the event of any changes.
3.3 By registering for a User Account for a particular property You warrant that you are the registered owner of the property or have the consent of all registered proprietors of the property to set up a User Account for the property.
3.4 By registering to use myJoondalup as an 'individual' You must:
3.4.1 be over the age of 18.
3.4.2 provide an active and valid email address.
3.4.3 not share Your login details including password with anyone.
3.4.4 agree to notify the City immediately of any unauthorised use of Your password or email account or any other breach of security related to Your User Account.
Company, Corporate Body, or Organisation
3.5 By registering a User Account with myJoondalup as a company, corporate body, or organisation, You:
3.5.1 agree that You are an authorised representative of the company, corporate body, or organisation. You represent and that You have authority to accept these Terms of Use on behalf of the company, corporate body or organisation, and your authority must not have been revoked.
3.5.2 must keep your password secure at all times.
3.5.3 provide an active and valid email address.
3.5.4 provide Your name and contact details.
3.5.5 provide an Australian Company Number (ACN), Australian Business Number (ABN), Builder’s Registration Number (BRN) or Certificate of Incorporation of an Association as applicable.
3.5.6 agree to restrict login details including passwords to only authorised personnel or representative of the company, corporate body or organisation.
3.5.7 agree to notify the City immediately of any unauthorised use of Your password, email account or any other breach of security of Your User Account.
3.5.8 accept that all authorised personnel will have full access to all information that the City may make available through the Portal.
3.5.9 The City reserves the right at any time to modify, restrict or discontinue Your access to the Portal (or any part), with or without notice, temporarily or permanently without liability to You or Your company, corporate body or organisation or its members.
4.1 By registering a User Account for myJoondalup, You acknowledge that You have read, understood, and agree to comply with these Terms of Use.
4.2 You will use the Portal only for purposes that are permitted by the Terms of Use and any applicable laws, regulations, rules or by-laws generally accepted practices or guidelines in the relevant jurisdictions.
4.3 You will notify the City immediately following any unauthorised use of your User Account or any other breach of security.
4.4 You will not impersonate another person or use the registered User Account or password of another person at any time.
4.5 Subject to clause 3.5, access and use of the Portal is limited, non-exclusive, non-transferable and allows for the sole use of the Portal by You for its intended purpose.
5.1 You agree NOT to:
5.1.1 use the Online Services in any way that violates or contradicts any applicable laws, regulations, rules or by-laws.
5.1.2 use the Online Services to engage in any fraudulent or unlawful activity.
5.1.3 use the Online Services to transmit any viruses, worms, or other virus or malicious code.
5.1.4 interfere with or disrupt the operation of the Online Services or servers or networks connected to the Online Services.
By registering for a User Account for myJoondalup, You acknowledge and agree:
6.1 to consenting to receive communication relating to You electronically.
6.2 the City is not responsible for non-receipt of documents such as invoices or notices once sent to You by the City by email.
6.3 to regularly check Your mailbox and ensure Your mailbox is not 'full'.
6.4 to ensure You are aware of any forwarding rules or diversions on Your mailbox and that You have access to the forwarded emails.
6.5 to ensure Your mailbox can receive documents such as invoices in portable document format (PDF).
6.6 to check that emails and notifications from the City are not filtered into Your junk mail.
6.7 the City does not warrant or represent that the information or Material on myJoondalup is free from errors or omissions or is suitable for Your intended use. Any advice contained on this Portal has been prepared without considering Your objectives, financial situation, or needs. Before acting on any advice on myJoondalup we recommend that You consider whether it is appropriate for Your circumstances.
6.8 myJoondalup does not provide a property history and should not be relied upon as a complete record of building or planning applications. Copies of decisions should be obtained officially from the City to confirm records.
As a condition of use when accessing myJoondalup, You must:
7.1 only use the Material for personal use or informative purposes.
7.2 not modify or use the Material in an improper manner, attribute Your use of the Material as a Material of the City, or present it as a Material of the City without prior written consent of the City.
7.3 not use or distribute the Material or any derivative of the Material for profit or commercial purposes.
7.4 not use, post, or transmit using myJoondalup or using any other devices such as laptop, tablet, or smart phone or on any social media forum, any of the Material that breaches any applicable laws or regulations, including any privacy laws or in general any common law.
7.5 not use, post, or transmit using the Portal myJoondalup, or using any other devices such as laptop, tablet, or smartphone or on any social media forum any of the City’s Material that interferes with other users or defames, harasses, threatens, menaces, discriminates, offends or incites racial hatred or restricts any person, or inhibits any other user from using or enjoying myJoondalup.
7.6 not use the Portal myJoondalup to send unsolicited and unwanted email messages to anyone or make any fraudulent or speculative enquiries, bookings, reservations, or requests using the Portal.
7.7 not use another person's identity information to access myJoondalup, including but not limited to, their name, address, username, password, rate reference number or postcode without their prior consent.
7.8 not post, transmit or upload via myJoondalup any obscene, indecent, inflammatory, or pornographic material, or material that could give rise to civil or criminal proceedings.
7.9 not collect or attempt to collect any information or communication about any other users of the Portal.
7.10 not attempt to undermine the security or integrity of the City’s computing systems, networks, databases or platforms, or where the Online Services are hosted by a third party, that third party's computing systems, networks, databases or platforms.
7.11 not attempt to gain unauthorised access to any Materials other than those to which You have been given express permission to access or to the computer system on which the Online Services are hosted.
7.12 not transmit, or input into the Online Services or onto myJoondalup, any files that may damage, cause virus or corrupt any other person's computing devices or software (including by introducing any malicious software or code).
7.13 not input into the Online Services any content that may be offensive, or material or data in violation of any applicable law (including data or other material protected by copyright or trademarks which You do not have the right to use)
7.14 not attempt to modify, copy, adapt, reproduce, disassemble, decompile, or reverse engineer any computer programs used to deliver the Online Services or to operate myJoondalup.
8.1 All content included in or made available through the myJoondalup, such as text, graphics, logos, button icons, images, audio clips, digital downloads, and data compilations, is the property of the City of Joondalup or its content suppliers and is protected by applicable intellectual property laws.
8.2 You may not modify, reproduce, distribute, create derivative works of, publicly display, publicly perform, republish, download, store, or transmit any of the Material on our Online Services to the extent permitted by law for your personal and non-commercial use.
9.1 The City acknowledges and agree to comply with any applicable privacy laws in respect of the collection, use, and disclosure of your personal information.
10.1 The Online Services are provided on an "as is" and "as available" basis, without any warranties of any kind, either express or implied. We make no warranties or representations about the accuracy or completeness of the content provided through the Online Services. Any information relating to the Portal or the potential access or use of the Portal is of a general nature only. The City acknowledges that in the provision of the Online Services and the Portal, third party products, services or software applications may have been used in order to deliver to You a customer friendly experience.
10.2 At times myJoondalup may undergo development or upgrade or cease to operate and You agree that in such circumstances prior notice of the event may not be given to You.
11.1 We will not be liable to you or any third party for any loss, damage or claim direct, indirect, incidental, consequential, special, or punitive damages arising out of or in connection with your use of myJoondalup.
11.2 The City will not be liable for any interruptions in service that are caused by technical issues beyond its control.
11.3 By accessing the Portal, You agree to the extent permitted by law, to discharge, indemnify and hold harmless the City, its officers, employees, agents, third party contractors and related bodies from and against all actions, claims, suits, demands, damages, liabilities, costs or expenses arising out of a breach of these Terms of Use and from any negligent or unlawful act or omission by You in connection with Your use of the Portal.
11.4 Your obligation in clause 11.3 survives you ceasing using the Portal or being cancelled to use the Online Services.
11.5 City reserves the right to remove your access to myJoondalup in event of a breach of any of the Terms of Use or due to operational necessity.
12.1 These Terms of Use are governed by the laws applicable in Western Australia.
13.1 The City reserves the right to amend, modify or vary these Terms of Use at any time without prior notice.
13.2 Your continued use of the Online Services following the modifications will constitute your acknowledgement and acceptance of the amended Terms of Use.

As part of the City’s commitment to enhancing accessibility, transparency, and opportunities for community participation, it livestreams ordinary and special Council meetings to provide an accurate record of debates, discussions, questions, and responses.
In accordance with the Recording and Live-Streaming of Council Meetings Council Policy, meetings are video recorded and live-streamed on the City’s website, with the exception of confidential items and periods of adjournment as determined by the Presiding Member. Cameras have been positioned in such a way as to avoid members of the public however, by being present at this meeting, members of the public consent to the possibility that their image may be live streamed to the public. Recordings will also be made available on the City’s website following the meeting. The official record of the meeting will be the written minutes kept in accordance with the Local Government Act 1995 and any relevant regulations.

The City uses social media platforms, such as Facebook, Instagram, LinkedIn, YouTube, and X (formerly Twitter), to share information about services, events, programs, initiatives, and news, and to engage with the community. To help protect your own privacy and others, it is recommended that personal information such as phone numbers and email addresses are not shared publicly when engaging with the City on these channels.
