Delegated authority register

Delegations are integral to the City's decision-making process and involve transferring certain decision-making powers to the Chief Executive Officer, employees, or committees. 

Purpose 

The purpose of Delegated Authority: 

  • allows for effective management and prompt action on the large volume of routine work carried out by the Council 
  • enables Council to focus on important tasks such as policy development, representation, strategic planning, and community leadership
  • delegations of authority are necessary to empower employees to perform their duties and make discretionary decisions. 

Authorisation of Delegated Authority 

The Local Government Act 1995 assigns specific functions and responsibilities to both the Council and the Chief Executive Officer. Council has the option to authorise the Chief Executive Officer to carry out these functions and duties in its place.  

The Chief Executive Officer has the ability to delegate certain functions and duties to other employees, as long as they are exercisable by the Chief Executive Officer under the Act or have been delegated to them by the Council (excluding the power to delegate). 

Delegated Authority Register  

The City's delegations are carried out in accordance with the delegation and are compliant with legislation. The City is required to keep records on the exercise of its delegations and delegations are reviewed on an annual basis. 

The Delegated Authority Register is reviewed annually in accordance with the Act.
