Parking permit applications and renewals
The City of Joondalup offer a range of parking permits for use in those areas where parking restrictions apply:
Important note: You can access the Parking fees and charges (PDF) to check the costs associated with parking in various areas of the City, including hourly fees, daily fees, and weekly fees.
Alongside our new parking meters and the adoption of EasyPark, the City of Joondalup is excited to launch our ePermit portal. This will allow residents to apply for and self-manage your parking permits online. We will be transitioning all parking permits to this system in the new year, and phasing out the printed permits by Friday 31 January 2025, although the online system allows residents to apply for parking permits at any time throughout the year.
The new ePermits are digital and will provide a more sustainable and efficient experience for residents.
Key changes:
- Online management: Residents will be able to apply for and self-manage their permits through an online platform. This includes updating and changing vehicle registrations.
- Implementation date: The ePermit system will be available from early January 2025, with further information on how to register coming throughout December via email and post.
- Physical permit expiry: Please note that all physical permits will be extended to cover the transition, then expire Friday 31 January 2025.
- Permit eligibility: Residents in residential permit areas will be able to apply for permits based on their residential type, meaning owner-occupiers will no longer be required to renew their permit annually, and tenant permits will align with lease dates.

Ocean Reef Boat Harbour annual parking permits allow a vehicle, with an attached boat trailer, to park without payment of the daily fee.
The parking permit applies to the boat trailer, not the vehicle towing it, allowing for more than one vehicle to tow the boat trailer, should it be required.
Upon expiry of your permit, you are required to re-apply for a new 12-month parking permit.

The Reid Promenade Car Park is located in the Joondalup City Centre and offers various parking options and fees. Monthly services allow drivers to use the car park without having to pay on each visit.
A limited number of monthly services are available:
- Premium: 24-hour access to an allocated bay in the private parking area (via a separate entry/exit gate)
- Reserved: 6am - 8pm weekday access (except public holidays) to an allocated bay in the main car park
- E-Permit (unreserved): 6am - 8pm weekday access (except public holidays) to unreserved bays.

ePermit Frequently Asked Questions
The ePermit portal is due to launch on Monday 6 January 2025.
All owner-occupiers with a current permit will be transitioned to the ePermit system. You will receive an email with log in instructions and how to activate your vehicle registrations in the portal.
Existing printed residential permits will expire Friday 31 January 2025, so please ensure you have activated your ePermit account in time to avoid infringement.
All residents who reside in one of the City's residential permit areas, are eligible to apply for an ePermit, based on verification of their occupancy type.
All ePermits will be self-managed online, by the permit holder. Owner-occupiers will no longer be required to renew their free permits annually, and free tenant permits will align with lease dates, or a maximum of 12 months. Paid permits are valid for as long as you reside at the property, or 12 months, whichever is shorter. You will need to renew and pay for paid permits every 12 months, via the ePermit portal.
The City will continue to issue two free ePermits and one paid ePermit per residential address. Each free and paid permit can be linked to up to four vehicle registrations, with one vehicle being activated per permit at any given time.
Residents can use the portal to quickly and easily update their parking permits online to match the vehicle they're using that day.
If you plan to be away from Monday 6 January - Friday 31January 2025, you can complete the online application upon your return. Existing owner/occupier permit holders will be automatically loaded into the system, and ePermit details will be sent to their inbox. For those without an existing permit, the sign-up process is quick and efficient, taking less than five minutes.
We will be running drop-in sessions at Joondalup Library to support anyone who is having issues with the ePermit portal. We can assist you in signing up, adding your registration details, and show you how to navigate the portal. Please drop in on Wednesday 8 January 2025 from 9-11am or Monday 13 January 2025 from 1-3pm on the lower ground.
ePermits will be valid for use in the existing authorised parking bays within the parking permit area you have been assigned.
ePermits allow you to park in authorised bays of your assigned permit area, but please note that a parking space is not guaranteed. If no bays are available in your permit area, we kindly ask residents to find alternate parking in accordance with the Parking Local Law 2023.
Your ePermit is valid only for the vehicle registration number activated in the ePermit portal. Please be aware that altering permit details, misuse, or use by anyone other than the registered holder may lead to the permit being revoked.
Paid permits will remain $100 each, with one available per property, once the two free permits are exhausted.
In the online system, each property can apply for two free permits and one paid permit. You can add up to four vehicle registrations per free permit and four per paid permit. If your vehicle changes on a given day, just activate that registration in the system.
ePermits allow residents to park in designated bays within their permit area. Field Officers regularly check City parking and may issue fines to vehicles without a valid ePermit in authorised areas or who haven't paid for parking in paid zones.
If you receive a fine for illegal parking, you can appeal it online at joondalup.wa.gov.au, and we'll review your case promptly.
Field Officers will be using licence plate recognition to scan vehicle registrations within the allocated parking areas to confirm if that vehicle has an ePermit and is authorised to park.

How to use EasyPark
- Visit the EasyPark website or download the app from the App Store or Google Play Store.
- Register your details and vehicles.
- Once parked, open the App, confirm your location, choose the correct vehicle registration, and start your parking session!
- Extend your parking at any time from the app, up to the maximum parking time allowed.
- When returning to your car, open the App and end your session to ensure you only pay for the time you have used.
EasyPark Frequently Asked Questions
EasyPark can be used in all fee-payable parking areas within Joondalup City Centre, excluding the Reid Promenade Multistorey car park, as well as Ocean Reef Marina.
If the parking signage states ‘fee payable’ and/or to display a ticket you can use the EasyPark App instead of using the ticket machine. The EasyPark App gives you a ‘virtual’ ticket rather than a physical ticket.
The City ticket machines will still be available to pay for parking.
No, drivers who want to use the ticket machines can do so. The EasyPark App is an additional convenience for drivers who want it.
No, there is no minimum payment or time with EasyPark. Start your parking session when you park, and end your parking session when you leave to only pay for the time you use.
EasyPark charges a service fee for users. This additional cost goes to the App provider, not the City.
Yes, EasyPark charge for SMS reminders, you can opt out of this service at any time via the App.

If you have registered your vehicle within the App, our Field Officers will be able to use the licence plate to confirm you have paid for parking.

Yes, once you have parked for the maximum time allowed in a bay according to the signed restrictions, you must move your vehicle to a different section of road and not return to the same section of road within 2-hour.
