Trader’s permit

Find out how to apply for a permit to trade in a public place. A list of current trading locations is also provided. 

Overview of requirements 

Vendors selling goods and services in a public place must hold a Trader’s Permit, under the City’s Local Government and Public Property Local Law 2014.

When assessing an application for a trader’s permit, consideration is given to parking, public safety, traffic flow, amenity of the location and the consistency of the trading activity with the existing land use. 

Other considerations: for trading activities that include the sale of food, the registration of a food business is also required. Visit the Food business page for details. 

Trading locations

Ice cream vans and similar mobile traders can apply for a permit to trade on most residential streets. A key rule for mobile trading is that the vehicle must only stay stationary during a sale. 

Permits for trading in parks and reserves are available. If you're applying for these areas, you need to provide a map of your intended location, photos, and details of your stall or vehicle setup. 

For those looking to trade in a fixed spot, the City’s beachside car parks are popular options. The table below lists suitable coastal spots for trading, including what’s currently there and any specific restrictions for each location.

Trader 2 (food and drinks): Saturday, Sunday and Monday, 9am - 5pm.

Hillarys Dog Beach Car Park

Three Traders permitted at same time.


Limited to two food and beverages and one dog wash operation, on specified hard stand

Trader 1 (coffee): Monday and Friday, 7.30am - 1pm. Tuesday, Wednesday and Thursday, 8am - 1pm. Weekends, 7.30am - 3pm.

Trader 2 (food and drinks): Thursday - Sunday, 8am - 1pm.

Trader 3 (dog wash): Monday - Friday, 8am - 4pm. Weekends, 8am - 5pm.

Trader 4 (ice-cream): Monday - Wednesday, 1.30 - 5pm.

Hillarys Horse Beach Car Park

One Trader at a time permitted.

Limited to food and beverages. To operate in specified bays.

Trader 1 (food and drinks): Sunday - Tuesday, 6am - 12pm. Thursday and Friday, 6am - 12pm.

Trader 2 (coffee): Saturday, 6 - 11am. 

Pinnaroo Point Beach Car Park Not available at this time. Limited to food and beverages. To operate in specified bays. Unavailable. Trader 1: Unavailable.
Whitfords Avenue Parking Station

Two Traders permitted at same time. One in car park and one on hardstand.


Limited to food and beverages, within specified bays and hardstand.

Trader 1 (coffee): Designated bay. Monday - Sunday, 6am - 12pm.

Trader 1 (food)Designated bay. Monday, 12.30pm - 2.30pm. Wednesday and Friday 5pm - 8pm. Saturday, 12.30pm - 7pm.

One Trader permitted to operate between 1 May and 30 September only.

West View Boulevard Station

One Trader permitted to operate between 1 May and 30 September only.

Apply for a trader's permit

The following documents must accompany your application: 

  • A detailed description of what you plan to trade. 
  • A site plan illustrating the trading area, if it's a fixed location. 
  • Photographs of your stall or vehicle. 

Other documents if applicable: 

  • For food vendors: A copy of your food business registration; and if registered through another local government, the most recent inspection report. 
  • If trading in a public place not owned by the City: Proof of permission from the landowner.

Payment methods vary by submission type: 

  • Online: You'll receive an invoice and payment instructions via email. 
  • In person: Pay at the City’s Administration Centre with cash, cheque, EFTPOS, or credit card. Note: Visa or Mastercard payments include a 0.5% surcharge. 
  • Mail: Attach a cheque payable to the City of Joondalup, PO Box 21, Joondalup WA 6919.
