The City’s Road Preservation and Rehabilitation (RPR) Program is an annual program of works to resurface roads. With over 1,000km of roads a prioritisation process is required for the scheduling of works in conjunction with external grant funding.
Road management
The following roads are managed by Main Roads WA:
- Mitchell Freeway, including the on and off ramps
- All assets within bridges over the Mitchell Freeway, including signalised intersections
- The full length of Wanneroo Road
- The full length of Marmion Avenue
- Ocean Reef Road from Marmion Avenue to the City of Joondalup eastern boundary (Yellagonga area).

Report damage to Main Roads WA online
Bridges over the rail line but not the freeway, all surface assets (roads, paths, etc.) are the City’s responsibility.

Maintenance of the westbound lanes and the median of Beach Road is the responsibility of the City of Stirling.
Other road issues
Road resurfacing projects include the replacement of kerbing, upgrade of drainage and pathway connections and any associated peripheral verge works that are required. Affected residents are contacted prior to works being undertaken to minimalise disruption.
The City operates a stormwater drainage network that is designed to capture stormwater from the road network and convey this to drainage sumps around the City. Drainage from private property is to be retained within private property via soakwells or similar. Connection to the City’s drainage network is not permitted.
Contact the City to report flooding into your property that is originating from the road, or to report blocked stormwater drains and gully pits. In the event of flooding after hours, where emergency assistance is required, call 9400 4000.
To assist with assessment, the location, time and date of the flooding as well as any photos showing where the water is originating from is useful to assist with investigations.
There are many signs that are the responsibility of Main Roads WA, with stop, give way, speed and keep left signs being the most commonly damaged signage on the road network. Traffic signals are also the responsibility of Main Roads WA.
The use of off-road vehicles is not permitted within the City of Joondalup unless on private land with the consent of the landowner. Noise conditions may still apply. There are no off-road vehicle areas within the City of Joondalup and use of off-road vehicles within the City of Joondalup district may result in penalties.
There are four areas outside of the City of Joondalup, available for off road vehicles:
- Pinjar off-road vehicle area, corner Old Yanchep Road and Wattle Ave, Pinjar.
- Gnangara off-road vehicle area, Gnangara Road, Lexia.
- Lancelin off road vehicle area, entrance of Bootoo Street. Ledge Point off-road vehicle area, Ledge Point Road, Ledge Point.
Most vegetation fires are caused by people under hot, dry conditions – for example, discarded cigarettes smouldering for extended periods along roadsides, particularly at traffic lights.
Penalties apply for littering and littering that creates a risk to the public, the fine of which increases significantly during a Total Fire Ban.
