About the 'deemed to comply' check
Constructing a new single house or making extensions and renovations to an existing house may bypass the need for Development (Planning) Approval if they align with the 'deemed to comply' criteria. This check aims to give applicants the confidence that their proposal is ready to move directly to the Building Permit phase.
This step is exclusively for new single houses and extensions or renovations to existing single houses.
Notes:
- A single house is defined as a dwelling situated on a distinct parcel of land that does not share any common property with another dwelling.
- The 'deemed to comply' criteria are detailed in Volume 1 of the Residential Design Codes, or any local planning policy that amends or supersedes these standards.
How to apply
Collect and prepare copies of the following:
- A site plan (scale no less than 1:200) showing lot dimensions, existing and proposed structures, ground levels, structures to be removed, access points, parking spaces, and landscaping.
- Floor plans (scale no less than 1:100) of buildings to be constructed or altered, detailing setbacks to all boundaries.
- Elevation plans (scale no less than 1:100) of the buildings, illustrating existing and proposed ground levels, along with wall and roof height measurements.

- Online: Apply through the Online Lodgement Portal for efficiency and convenience.
- In person: download and complete the application form below and submit your application at the City of Joondalup Administration Centre, located at 90 Boas Avenue, Joondalup.
- Mail: download and complete the application form below and mail your application to the City at PO Box 21, Joondalup WA 6919.
An application fee of $295.00 is required at time of application. Payment details for each type of lodgement is provided below:
- Online lodgement: An invoice with payment instructions will be sent to you via email.
- In-person lodgement: Payments can be made at the City’s Administration Centre using cash, cheque, EFTPOS, or credit card. Please note, a 0.5% surcharge is incurred for Visa or Mastercard transactions.
- Postal lodgement: If submitting by mail, include a cheque made payable to the City of Joondalup with your application.
Assessment process and timeframe
The City will respond within 14 days after confirming payment.
If your proposal is deemed to comply, you're eligible to apply for a Building Permit. If your proposal does not meet the deemed to comply requirements, you will either need to lodge an application for Development (Planning) Approval or modify your plans to meet the requirements and then lodge for a Building Permit.
