How to report homelessness

If you encounter someone sleeping rough, please contact the City on 9400 4000 so they can be referred to an external outreach service for possible assistance. 

Please note: if there is antisocial behaviour, illegal activity, or you feel the person requires a welfare check, please call the WA Police for assistance on 131 444 (or 000 in an emergency).

The City’s response to homelessness

Regional Homelessness Plan 2022/23 – 2025/26

Homelessness is a multifaceted issue driven by factors like domestic and family violence, mental health challenges, lack of affordable housing and housing shortages. Due to its complex nature, it requires a whole-of-community response as homelessness cannot be solved by government or the community services sector alone. 

The City actively addresses homelessness through the joint Regional Homelessness Plan with the City of Wanneroo. Agreed actions by both Cities are underpinned by three key pillars: 

  • Building capacity, understanding and engagement
  • Prevention and early intervention
  • Responding to homelessness. 

Joondalup Wanneroo Ending Homelessness Group

The Joondalup Wanneroo Ending Homelessness Group plays a vital role in the implementation of the Regional Homelessness Plan. The group also facilitates collaboration among key stakeholders in the homelessness sector, to promote an integrated approach to services, programs, and initiatives that support those at risk of or experiencing homelessness in the northern corridor.

How you can help

To make a difference:

  • Be respectful and use person-first language, such as people experiencing homelessness, rather than ‘the homeless’.
  • Donate essential items to nonprofit organisations such The Spiers Centre or No Limits Perth.
  • Learn about the complexities of homelessness via the Office of Homelessness website.
  • To support those in need, volunteer your time and skills.
