Definition
Hairdressing is where a person shaves, cuts, trims, dresses, waves, curls, stains, dyes or in any way treats, another person’s hair for gain or reward. A hairdressing establishment is a premises or place where the operations of a hairdresser are carried out.
Repeal
The Hairdressing Establishment Regulations 1972 were repealed on Tuesday 4 June 2024.
Requirements to operate a hairdressing establishment within the City must now consider the Guidelines for the Hairdressing Industry. These guidelines contain information on best practice for infection prevention and control, and standards for premises design.
Although there are no environmental health approval requirements to operate a hairdressing premises, Planning and Building requirements still apply.
Overview of requirements
Outlined below are requirements for operating a hairdressing establishment:
- Planning approval: Development (Planning) Approval may be required for a hairdressing premises. If the business is to operate from a home, please refer to Home Business approvals.
- Building approval: A building permit is required for constructing a new building or making additions to an existing building. Fitouts to an existing building may require a building permit, please refer to the Department of Energy Mines industry Regulation and Safety Bulletin. An occupancy permit may also be required.
- Environmental health approval: All hairdressing establishments are no longer required to be registered by the City.
