Overview of requirements
It is mandatory for commercial and select multi-residential developments to have a designated bin enclosure, under the City’s Health Local Law 1999. This stipulation is typically highlighted within your planning and building approval documentation. Given that standard commercial waste collection services utilise front lift trucks, it's essential for all commercial properties to incorporate a bin enclosure designed to accommodate this collection method.
Specifications for bin enclosure
- Placement and construction: The enclosure must be positioned as indicated in the development approval and building permit drawings. Its construction materials should match the main building's aesthetics.
- Dimensions: The standard internal size for a bin store is 3,500mm (L) x 2,500mm (W) x 1,800mm (H). This should be free of internal obstructions like meter boxes. For two bins, the width extends to 6,000mm.
- Access: A minimum opening of 2,700mm is necessary. Gates, which should swing outward, are required if the bin is visible from the road. Ensure gates do not obstruct the driveway, with bolts on each to keep them open or closed.
- Safety features: Install a two-metre restraining bar, 50mm in diameter and 200mm from the base, inside the enclosure, 150mm from the back wall to secure bins.
- Flooring: The bin enclosure must have a concrete floor (at least 100mm thick, minimum 20 MPa) that slopes slightly (1% grade) towards a sewer-connected waste trap. A water supply should be accessible within the enclosure.
- Driveway standards: The approach to the bin area should be at least 3.5 metres wide and built to general road standards. The immediate area in front of the bin must allow a straight approach for at least 10 metres to enable direct access for collection trucks, with a height clearance of 3.8 metres along the driveway and 5.9 metres above the bin area.
Planning and building approval
Commercial bin enclosures to non-residential premises will always require planning approval.
