Infringements may be issued for breaches of Local Laws, Acts, Regulations, or other applicable legislation.
System migration
From Friday 1 August 2025, the City is launching a new infringement management system. Please follow the correct process depending on your infringement notice.
If your infringement notice was issued on or after Friday 1 August and the infringement number starts with a number (e.g., "1XXXXXXXXX"), please use the new infringement portal to manage it.

If your infringement was issued before Friday 1 August and the infringement number starts with a letter (e.g., "PXXXXX"), please use the payment and appeal/nomination links listed below.
It is essential to use the correct link based on your notice details to make a payment, lodge an appeal, or nominate another driver.
Pay infringement
All infringement payments are due by the due date indicated on your notice.
Payment methods include:
- In person: visit City of Joondalup, 90 Boas Avenue, Joondalup WA 6027
- Mail: include the infringement number and mail a cheque to City of Joondalup, PO Box 21, Joondalup WA 6919
- Online: complete the online form below.
Infringement notices are usually available for online payment from the next business day after issue, post 10am. If your infringement details aren’t visible, please check back the following business day.
Nominate another driver
If you were not the driver of the vehicle at the time the infringement was issued, or, you had sold the vehicle prior the infringement issue date, please complete the online form.
Appeal the parking infringement
You may appeal a parking infringement if extenuating circumstances apply. Appeals must be:
- Lodged within 28 days of the issue date.
- Submitted by the driver of the vehicle.
- Supported with relevant documentation. For example, a valid parking permit or proof of payment.
If you have not received a response do not assume the matter has been withdrawn. Please contact the City again to attain an outcome.

Payment arrangements and extensions
Under the Fines, Penalties and Infringement Notices Enforcement Act 1994, the City is unable to accept part payments or payment plans for Infringement Notices. However, extension of time to pay may be granted at the City of Joondalup's discretion. You can apply for an extension by completing the Online Parking Infringement Appeal form or submitting a request in writing.
Elect to take matter to court
If you wish to have an infringement determined in court:
- Do not pay the infringement notice.
- Submit a request to the City in writing stating you elect to go to court prior to the payment due date.
In cases of parking infringements, court nominations can only be accepted from the driver or person in charge of the vehicle at the time the infringement was issued.
